To Which Location Does a Western Chemical Plant That Contaminated Drinking Water Move On? Heading to India

The lush tropical forest and reddish-brown hills of Lote, situated along India’s western shoreline, lead to a small hill where a industrial facility stands against the sky.

The factory is almost brand new, but its machinery is far from new: it originates from the defunct Miteni plant in Vicenza, Italy. Miteni closed down in 2018 following among the most severe environmental scandals in the country’s recent history: after decades of producing persistent PFAS compounds, the firm’s leadership was brought to trial for polluting water resources in an region inhabited by 350,000 residents. In June, its former executives were convicted at the Vicenza court of environmental damage and other charges and given prison sentences, which they are expected to appeal against.

Understanding PFAS: Toxicity Levels and Exposure Routes

Nevertheless, all of the company’s equipment, its patents and methods – everything needed to manufacture Pfas – is now located at Lote Parshuram MIDC, a large industrial zone thousands of miles distant, wedged between local communities and groves of trees. And the plant has just started to resume PFAS production.

An Environmental Burden

Previously recognized for its expertise in creating methods for specialty compounds, Miteni is now notorious for the toxic legacy it left behind. In 2011, scientists found extraordinarily high levels of PFAS compounds in the plant’s wastewater. Hundreds of thousands of inhabitants had been exposed through drinking water.

The worst-affected were Miteni’s employees. Ilario Ermetti, 69, who worked for decades in its fluorinated chemical department, showed one of the highest concentrations of PFAS documented in human blood. “After the facts emerged, I looked at a list of medical conditions associated with Pfas, and found out I had them all,” says Ermetti.

Elevated concentrations of Pfas in the blood are linked to increased risk of malignancies, heart conditions, organ impairment, fertility issues and more. Ermetti is currently recovering from a recent surgical operation.

Community Concerns

Michela Piccoli, 51, a healthcare worker and campaigner with Mothers Against PFAS, started organizing after discovering her offspring’s blood tests showed high levels of forever chemicals. When she learned that Miteni’s proprietary information and machinery were being sent to India, she was stunned.

“Being parents, as females, our concern has grown,” she said. “Because our children are the children of all.”

Business Shift

Following Miteni’s insolvency, its assets were acquired in 2019 by a pharmaceutical firm, a branch of the domestic chemical corporation Laxmi Organic Industries – the sole participant in the open sale. By early 2023, all the equipment was travelling on freight ships en route to Mumbai. At the same time, Laxmi was promoting its new acquisition to shareholders. Records of shareholders’ meetings show that Laxmi’s executives minimized environmental concerns, with its president, Harshvardhan Goenka, stating that Miteni was “operating lawfully according to EU regulations”.

Goenka is one of the three men on the board of Laxmi Organic Italy, a company established in 2021. Also included is Antonio Nardone, the last chief executive of Miteni, who was convicted of ecological offenses and false accounting at the June trial and sentenced to six years and four months in prison. Per a ex-supervisor requesting confidentiality, Nardone was taking business trips to India prior to the firm’s collapse.

Although Laxmi bought Miteni’s assets in June 2019, the ecological review for the construction of the factory in Lote shows that in March 2018 the firm was already intending to start producing fluorochemicals compatible with Miteni’s product list. Laxmi Organic Industries declined to answer inquiries.

Growth Plans

By 2021, Laxmi’s plan explicitly spelled out the objective to “capture [the] market share of Miteni” and become a leader in the production of PFAS and specialty chemicals. Logistics data show that, to secure validation on the quality of the compounds, in 2024 Laxmi started sending out samples to firms with previous commercial ties with Miteni, such as BASF, Chemours, DuPont and FMC.

Since early 2025, Laxmi’s site in Lote Parshuram has been fully operational, producing chemicals that will be utilized for agrochemicals, medicines, dyes, beauty products and additional goods.

Regulatory Context

Studies have shown that concentrations of persistent pollutants in the ecosystem are alarmingly high, especially near production sites. But although international attention is growing, in India the matter is not on the political agenda yet.

“Examining the rules, [Pfas] is absent in such guidelines. It’s unacknowledged by the Indian government currently,” said Rajneesh Gautam, an environmental chemist at the Swedish University of Agricultural Sciences. “Independent research groups across India have conducted studies in various regions. But these studies are restricted in range, and there are still very few of them.”

Local Impact

Parineeta Dandekar, coordinator of the South Asia Network on Dams, Rivers, and People, says the Lote Parshuram manufacturing zone “has a dismal environmental track record”. After it was set up in 1986, “the income source of fishing populations in this region totally deteriorated,” she said.

The chemical district is dependent on a shared effluent treatment facility that has been at the forefront of complaints.

“Nearby communities have always stated that it’s not working properly,” said Dandekar. “When there is no electricity, a frequent event in rural Maharashtra state, the facility fails to operate and industries release contaminated effluent directly into the waterways.” Regulatory bodies have issued several warning letters to the plant in the past few years.

International Ramifications

In the EU, the European Chemical Agency is examining a plan to ban the production, import and utilization of more than 10,000 forever chemicals. This scrutiny may be driving the industry to the developing nations, according to Claudia Marcolungo, a professor of environmental law at the academic institution. “I think that this issue should be investigated, because the reality that Miteni’s production, intellectual assets and equipment have been transferred to a country like India should lead us to reflect, at the very least, on the influence that these multinationals have to move in countries where there is evidently a race to the bottom in terms of environmental protection.”

Persistent Threats

Miteni has shut down, but the firm’s harmful impact lives on – at the contaminated site in Vicenza, and in Lote. The health impacts linked to PFAS manufacturing are expected to impact populations that are already struggling with an hazardous setting for years to come.

“That region has seen enough environmental destruction by now,” says Dandekar. “Should additional hazardous firms establish presence, it’s perpetually concerning.”
